1. The required length of the research paper is a minimum 12 pages, not counting the cover page, abstract and resources cited. 2. You are to select an organization with which you are familiar, or have a strong interest to research, and analyze it using the concepts in Public Administration: An Action Orientation. Apply the concepts of public administration theory, ethics and practice in public service. Determine and highlight the interrelationship(s) between theory, ethics and practice in public administration. 3. Ensure you use the concepts from the readings in your analysis. Cite the literature and other references in your paper 4. Some organizations are going to appear successful while others may have areas that need improvement. Describe how and why it worked. What else can they do? What is the future of reinvention in that agency? 5. In other organizations, either no or little effort has been made or accomplished. Discuss the impact on the organization (low morale, high turnover, poor customer relations, ineffective in meeting goals, etc.). Make recommendation on what needs to be done and who should be responsible. Talk about any grassroots efforts by staff to change the organization. Discuss the leadership of the organization. Are there vision and mission statements? Are they utilized? 6. Please be very analytical and conduct a non-biased assessment. SUGGESTED OUTLINE FOR THE RESEARCH PAPER An important factor is that you cite the readings as you analyze your selected organization. Here is a sample outline that you can use to conduct your analysis and for writing your paper. (Confer with me: You may not need all bullet points from this outline. However, indicate N/A if not applicable). Students often overlook Contracting Out and E-government issues their organizations are participating, even if just a website and services made available to the public. I. Introduction A. Brief overview of the organization (no more than a page) B. Analysis of the management approach (no more than a page) C. Analysis of the organizational structure (no more than a page) II. Creating a High Performance Organization A. Leadership Issues B. Stakeholder analysis (customer satisfaction). C. Employee and organization empowerment (assess the climate within the organization). D. Cultural and Ethical issues in achieving and or maintaining change. III. Contracting Out Issues if applicable IV. E-government Issues V. Performance Management Issues A. Mission & Vision (very important) analyze in terms of what is in place and what should be in place. B. Goals and Objectives (What should the organization be focused on vs. what they do). C. How performance measurements are conducted and how they should be conducted. What are the factors that should be assessed? D. Discuss outcomes, outputs, and effectiveness. VI. Conclusion (your assessment of the future for the organization, including recommendations). Incorporate what you are learning in the class relative to the interrelationships between theory, ethics and practice in public service. Remember, a very good conclusion has a summary and three or four recommendations to improve the organization. Those recommendations should be: specific, measurable, achievable, realistic and time appropriate (short-term, intermediate (strategic), and long-term (including succession if applicable). Never introduce new research information in the conclusion that should have been part of the main body. If greater clarity is needed, you can note the limitations of your research and areas for future research.
