Congratulations! You are now a member of a County-level Response and Recovery Office. As part of your new
role, you will write an Emergency Plan for your designated county. This plan will include numerous
components, such as your county’s Social, Economic, Institutional, Infrastructure, Community Capital, Hazard
Identification, Built Environment, Natural Environment, Social Capacity, Leadership Identification, Emergency
Support Functions and Designations, Sheltering Plan, Disaster Recovery Center, and Media statements.
Throughout the course, you will conduct research and submit drafted versions of each section. Completion of
this assignment serves three purposes: 1) to educate yourselves and Dr. H (your Governor) about your county’s
capabilities; 2) apply concepts from the text to a real-world situation; and, 3) develop skill sets that are key for
emergency management.
The first step focuses on answering questions related to your county’s history along with its social, economic,
institutional, infrastructure and community capital. The second step is to perform a Community Needs
Assessment to determine areas of risk for your county. To do so, you will answer components related to Hazard
Identification, Built Environment, Natural Environment, and Social Capacity.
The third step is to develop components of a general emergency response plan related to Leadership
Identification and Emergency Support Function Designations. The last component is a post-disaster plan where
you will receive a disaster brief and generate a Sheltering Plan, Disaster Recovery Center and Media
Statements.
Throughout the course, you will submit draft versions of each section to obtain feedback before
submitting your final Emergency Plan.
This plan is an academic document requiring you to utilize APA format and cite your sources. The final plan
will be maximum of 15 content pages. The cover page and reference page does not count in the page total (i.e.,
you can have 5 pages of information and your cover page and reference page for a grand total of 7 pages). You
do not need an abstract or a table of contents. You must adhere to APA formatting with 12-point, Times New
Roman font, double-spaced with no excess spaces between paragraphs, 1” margins and properly formatted
cover and reference pages (refer to owl.purdue.edu). Deadline listed in course schedule portion of the syllabus
and must submit in .PDF format.
The plan must be submitted as a .PDF or it is an automatic 0.
