Read the following scenario:
You are the deputy chief (second in command) of a medium-sized agency of 40 sworn officers. The police chief recently wrote a grant proposal to receive funding for new state-of-the-art body-worn cameras for all officers. The grant funding has been received, and the chief has selected you to lead the implementation of the mandatory use of body-worn cameras for the agency.
Discuss what obstacles you foresee and arguments you expect against the mandatory use of body-worn cameras. Take into account the agency’s unionized officers, and the various concepts of organizational theory, behavior, and culture discussed in the assigned reading. Offer solutions to demonstrate your leadership abilities in gaining employee buy-in for such a major policy change.

For this assignment, write a 700- to 1,050-word analysis of the actions you would take to create and implement the mandatory body-worn camera policy outlined in the scenario. Include the following in your analysis:
Discuss the organizational theories that apply to law enforcement and criminal justice agencies.
Address arguments that can be raised against the policy to illustrate typical organizational behavior.
Suggest solutions to the arguments against the mandatory body-worn camera policy that take into account and describe law enforcement culture and this agency’s unionized law enforcement culture.

SUMMARY
In this unit, you discussed the primary aspects of organizational behavior: attitudes, roles, self-concept, perception, and communication. Several motivational theories were discussed in relation to police administration and policing in general. Major theories concerning workforce descriptions and motivating factors were examined, including possible methods for better communication, leadership, and morale within police organizations.

Chapter 8: “Individuals and Groups in the Police Organization”
In Chapter 8, the behavior of individuals and groups in organizations is discussed. The primary aspects of organizational behavior presented in this chapter are attitudes, roles, self-concept, perception, and communication. This chapter attempts to provide some clues for understanding why people behave as they do in organized settings. Such understanding can be very helpful to the manager charged with the responsibility for directing and controlling people at work.

Chapter 9: “Developing the Police Organization”
Chapter 9 begins with a discussion of work motivation and then presents a variety of important human development approaches to modern management, such as management by objectives, job enrichment, participative management, and organization development. Then the focus shifts specifically to police organizational development, covering such topics as education, training, professionalization, civilianization, cultural diversity, and organizational health. The recurring theme is that people represent the greatest asset and resource in a police organization, so police management must learn to identify and satisfy employee needs in order to be successful.
